How these numbers are built

Two things to know when reading this.
1. A return fix means a crew got something wrong during the normal task and the inspection did not catch it. It reads as a measure of inspection quality more than of crew workmanship — so it belongs next to the late-inspection rate, not on its own. Its pay column is $0 on most records, so the dollar figure understates what rework actually costs.
2. 21 return fixes have no completion date; they are still open and are counted as of today.
