Scope correction — the first pass undercounted by 2,173 adjustments
The original analysis matched only fuel words (gas, gasolina, diésel, millas).
That missed most of the money, for three reasons:
Crews write about the trip, not the fuel.regresar, viaje,
lejos, vuelta, dos veces — 2,036 adjustments use
travel wording with no fuel word anywhere.
There is a structured Spanish field the first pass never read.Jobs Tasks :: Tipo de Ajuste (field 4589) is a crew-facing checkbox whose four choices are
Diferencias con los planos, Reparaciones, Dificultad extremo, and literally
Viaje extra. So yes — extra trip is already a first-class category that crews
tick. It is not present in the nightly full export at all, only in the live recent view, which is
why it was invisible.
The office has its own travel category.Return Trip on
Payroll Adjustment Category (field 6491) — 244 adjustments, $16,768.
Text matching alone also misses 94 adjustments where the crew ticked
Viaje extra but wrote no trip word — "3 idas a la casa", "yo vengo desde salt lake",
and the misspelling "biaje". Those are now included.
How dollars are counted — the outlier rule
Some adjustments are a whole scope-of-work payout that merely happens to contain a trip
word (an $11,000 St. George job, a $9,785 Orem watering row). Counting those as travel money would be
wrong, so every dollar figure in this report — headline, distribution, divisions, subdivisions,
crew size, task type, themes, leaders, requested-vs-granted and the rule simulation — applies
one consistent rule:
Itemised (474 rows) — the request names a travel or fuel dollar
("+$30 gasolina", "$80 por el viaje"). That stated portion is the travel amount, not the full
Additional Pay Amount.
Bundled (142 rows) — nothing itemised and the adjustment exceeds
$500. Excluded from every dollar statistic, kept in every count, share and rate-per-task figure,
labelled bundled scope + travel.
Full (2,102 rows) — nothing itemised, at or under $500: the whole
adjustment counts.
664 rows carry no positive adjustment and never entered a dollar figure.

What the data points to
Superseded by the radius policy — see section 4. The families below are
priced without any radius, i.e. they pay from the first mile. Under the stated policy (free travel inside
30–40 miles of the leader's home) the operative design is the radius ladder in section 4, and
the numbers here are kept only as the no-radius comparison.
What survives the change of framing: the two-component shape is still what the reason
analysis supports — return trips run at
16–18%
of adjustments in every division and are mostly wasted labour, not fuel
(264 say the site or material was not ready).
Under a radius that matters more, not less: 65% of adjustments fall inside
35 miles and would earn nothing from mileage, so the return fee becomes the only thing paying them.
Recommended shape: a per-vehicle-mile rate beyond a 30–40 mile radius, plus a flat per-vehicle
return-trip fee — budget-neutral at roughly $1.00/mile beyond 30 miles with a $60 fee, or
$1.50/mile beyond 40 miles without one. If the intent is strictly fuel reimbursement, the rate is $0.70/vehicle-mile (the IRS figure) — but every $0.70 cell in section 4 lands 46–53% below today's spend, so that choice is a deliberate ~50% cut, not a neutral restatement. The gap between $0.70 and $1.00–$1.50 is the crew's time, and the policy should say so explicitly.
Sequence unchanged: recover Ron's tentative formula first — 26 adjustments have
already been paid under it. Then pilot. But note the radius analysis changes where to pilot: Ogden
is the division the policy barely touches (10%
inside the radius), so piloting there would prove nothing about the policy's real effect. Orem is now the
right pilot — 84% of its adjustments
sit inside 35 miles, so it absorbs essentially the whole cut and is where the crew reaction will show up.
Keep Ogden as the place to fix the review burden (61.8% "Unclear — Defer to Office"), which is a
separate problem from pricing.
Is this fuel, or labour for a second visit?
It is mostly the second, and that changes the rule design. Only
725 adjustments are fuel-worded with no trip language;
1,389 are the reverse.

returned because the site or the material was not ready — that is not a fuel cost, it is a wasted
half-day someone else caused, and pricing it per-mile would underpay it badly. Meanwhile
725 are genuine commute-fuel top-ups.
Fuel by distance + a flat second-visit fee is what the data actually describes. The last row of
the rule table below models exactly that.

a very long way. The old last-known-location distance used earlier in this report correlates with true

At a 35-mile radius, 65% of adjustments and
65% of trimmed travel dollars sit inside the line and would earn nothing under
a pure per-mile rule. That is the single most important number in this section: the radius policy is not
a re-pricing, it is a withdrawal of eligibility for most of the crews currently being paid.
Whatever survives inside the radius has to come from a return-trip fee, not from mileage.

living 5 miles away and a crew living 150 miles away are paid the same. Any distance-based rule is
therefore a redistribution, not an adjustment — it moves money from short-commute crews to
long-commute ones, and the political cost of that is the real cost of this policy.

What this means
The radius policy is a real cut for Orem, Salt Lake and St. George crews and close to a
non-event for Ogden — the reverse of where the current spend is concentrated, and worth saying
out loud before it is announced. On this trimmed base the budget-neutral points are
R40 at $1.50 per vehicle-mile (−0%) and R30 at $1.00 plus a $60 per-vehicle return fee
(−6%).
The return fee does most of the work inside the radius: at R35/$1.00 it lifts the
model from −29% to −12% and raises the number of paid adjustments from 768 to 1,036, because
inside-radius return trips earn nothing from mileage alone. Without it, a radius rule pays almost nobody in
Orem.
Note what the per-mile figure really is. The IRS rate is about $0.70; every cell at $0.70
lands 46–53% below today's spend. The rates that reach neutrality — $1.00 to $1.50 — are
fuel-plus-time numbers, not fuel numbers. That is defensible, but it should be named as such in
the policy rather than presented as reimbursement, or crews will read it as a mileage rate and compare it
to the IRS one.

8-month window (Jan–Aug 2026) against the other three divisions' 24 months. Its rate is

Ogden's rate stays the highest on the wider definition, but the gap narrows sharply once

Earlier versions compared a travel-only rule against the whole
Additional Pay Amount, which bundled the work in and made every rule look like a huge cut.
With the outlier rule applied, "actual" is the travel portion only, so modeled-vs-actual is a fair
comparison. Two caveats remain: the 142 bundled rows are excluded from
both sides, so a rule would still have to price them somehow; and
495 priced rows have no derived distance, which
is why the per-mile rules cover fewer rows than the others.

"Granted" is the whole Additional Pay Amount, which bundles the work with the
travel, so a ratio above 1.0 is not generosity — it means the adjustment also paid for the job
itself. The Return Trip row is the cleanest signal, because those adjustments are mostly

Tipo de Ajuste (field 4589) is missing from the nightly full export. Only
316 of 3,382 combined rows have a known value, so every
Viaje extra figure here is a floor, not a total. 138 further Viaje extra rows
exist in the live view but are too recent for the export. Getting this column into the export is the
single cheapest fix in this report.
The two travel categories do not agree.Viaje extra (crew, Spanish) and
Return Trip (office, English) overlap on only a handful of records — they are
recorded independently and neither is reliable alone.
Fuel and trip money share one payout field (Additional Pay Amount), so neither
can be capped or reported independently.
No vehicle count anywhere. The radius ladder in section 4 assumes
ceil(crew ÷ 3) capped at 3. Nothing in TrackVia records how many trucks actually went,
and a per-vehicle rule is unenforceable until something does.
No geocoded home origin stored in TrackVia. Home addresses exist as text on
Employees :: Address (731) / Full Address (1925) and are exposed by
Employees :: Scraper Employee Locations (view 2568), but nothing stores a lat/long, so the
distances in section 4 were computed outside the system and cannot be recomputed by a TrackVia rule.
A point field on Employees or Task Teams would make the radius rule self-serving.
41 team leaders also had no matching employee row at all
(Amilcar Sosa, Christopher Estrada Cruz, Diego Rojas, Welder Ramos, Jorge Castro and 36 others), so their crews cannot be priced
under any home-radius design until the roster link is fixed.
Crew size is not stored per task — taken from the team's current roster.
Not yet computed: subdivision-level tables within each division, and a
requested-vs-granted comparison on the new extra-trip rows. Both are available from the cached data
but were dropped for turnaround.
